Stacy C. Fruhling serves as Chief Executive Officer of Key Point Health Services, bringing more than 25 years of leadership experience across behavioral health and integrated healthcare systems. Her career spans nonprofit, for-profit, government, and private equity organizations, providing a unique perspective on building sustainable, client-centered systems of care.

Stacy holds an MBA from the University of Baltimore, a Master’s degree in Counseling from Towson University, and a Bachelor’s degree in Psychology from Towson University. She maintains multiple professional credentials, including Licensed Clinical Professional Counselor (LCPC), Licensed Clinical Alcohol and Drug Counselor (LCADC), National Certified Counselor (NCC), and Master Addiction Counselor (MAC), and is a board-approved clinical supervisor in Maryland.

Since joining Key Point in October 2025, Stacy has focused on advancing integrated, whole-person care, modernizing operations, and strengthening quality across the organization. She is passionate about addressing the social determinants of health and is leading Key Point’s long-term vision to become a Certified Community Behavioral Health Clinic (CCBHC), ensuring clients receive coordinated, comprehensive care that meets their behavioral, physical, and social needs.

She is a strong advocate for whole-person care and believes that every individual deserves to be seen as more than a diagnosis, with services that recognize the full context of their life and experiences.

Outside of work, you’ll find Stacy on the pitch coaching her son and leading the Perry Hall-White Marsh soccer program.

Elizabeth Wolkowicz, MS, CPRP, serves as Chief Operating Officer at Key Point Health Services, bringing more than 18 years of leadership experience in nonprofit behavioral healthcare. She holds a Bachelor of Science in Psychology from Towson University, a Master of Science in Counseling Psychology from Loyola University, and is a Certified Psychiatric Rehabilitation Counselor.

Over her tenure with Key Point, Elizabeth has advanced through progressive leadership roles, helping to guide organizational growth, strengthen clinical and operational systems, and ensure high-quality, person-centered care. Her expertise spans behavioral health operations, strategic planning, financial stewardship, and organizational development, with a focus on building sustainable programs that expand access to services while maintaining quality and compliance.

As COO, Elizabeth leads organizational strategy and day-to-day operations, fostering a collaborative, accountable culture that empowers teams and drives continuous improvement. She is passionate about developing high-performing teams and advancing initiatives that enhance access, efficiency, and long-term impact in the communities served.

Originally from Pennsylvania, Elizabeth has called Maryland home for more than 15 years, where she is raising her two children. She is deeply committed to strengthening community well-being and ensuring behavioral healthcare is accessible, compassionate, and effective for all.

Joy Mowbray, CPA, PMP, serves as Chief Financial Officer at Key Point Health Services, where she leads the organization’s financial strategy, planning, and operations. Since joining Key Point in 2022, she has overseen finance and billing functions while partnering with executive leadership to strengthen financial performance, improve operational efficiency, and support sustainable organizational growth.

Joy brings extensive experience in healthcare and nonprofit finance, with leadership expertise spanning financial reporting, internal audit, revenue cycle management, and operational strategy. Prior to Key Point, she held finance and operations leadership roles within major healthcare systems, including the University of Maryland Medical System. She earned a Master of Science in Forensic Science/Accounting from Stevenson University and a Bachelor of Science in Accounting from Towson University.

Known for her strategic and collaborative leadership style, Joy has helped enhance financial visibility and decision-making through improved reporting and analysis, standardized revenue cycle processes, and operational improvements across programs. She is passionate about connecting finance and operations to support teams delivering essential services to the community.

Outside of work, Joy enjoys spending time with her family, running, and volunteering through her church to support families in need.

Sarah O’Donnell, SHRM-CP, serves as Director of Human Resources at Key Point Health Services, where she leads the HR team and serves as a member of the executive leadership team. She holds a Bachelor of Science in Communication Studies and brings a strong background in recruitment, employee relations, and organizational strategy.

Prior to joining Key Point more than three years ago, Sarah spent seven years with Harford County Government as an HR Specialist focused on recruitment after beginning her career there as a college intern. Her leadership is centered on fostering a positive, inclusive workplace culture where employees feel supported, valued, and empowered to succeed.

Sarah has helped strengthen organizational communication and employee engagement through innovative initiatives, including employee-centered communications, company-wide town hall meetings, and programs designed to enhance workplace connection and transparency. She is passionate about supporting staff in the mental health field, recognizing that employee well-being directly impacts the quality of care provided to the community.

Outside of work, Sarah resides in Street, Maryland with her four children, two dogs, a bunny, and countless chickens.

Haley Gallinot, LCPC, serves as Director of Clinical Services at Key Point Health Services, overseeing the organization’s Outpatient Mental Health Clinics (OMHCs). She holds a Bachelor’s degree in Psychology from James Madison University, a Master’s degree in Counseling Psychology from Towson University, and is a Licensed Clinical Professional Counselor and Maryland Board-Approved Clinical Supervisor.

With more than 18 years of experience in behavioral health, Haley brings extensive expertise in community mental health, school-based services, autism waiver programs, and clinical supervision. She joined Key Point nearly 17 years ago as a therapist in the Harford County clinic and advanced through leadership roles including Adult Services Coordinator and Clinic Director before being promoted to Director of Clinical Services in 2023.

Haley is committed to providing ethical, high-quality care while strengthening clinical operations, supporting program growth, and fostering community partnerships. Under her leadership, Key Point has expanded school-based mental health services to more than 20 schools across Baltimore, Harford, and Cecil counties and continues to invest in training the next generation of behavioral health professionals through comprehensive graduate-level internship programs.

Passionate about community mental health and advocacy, Haley is dedicated to ensuring individuals and families have access to the services and support they need to thrive. Outside of work, she enjoys live music, trips to the beach, and spending time with family and friends.

Adam Kramer serves as Billing Director at Key Point Health Services, bringing seven years of experience with the organization and a deep understanding of behavioral healthcare billing operations. He holds a Bachelor’s degree in Psychology from Towson University.

Adam began his career at Key Point as an Office Assistant before transitioning into the billing department as an Insurance Verification Specialist. Through his dedication and expertise, he advanced through the organization to become Billing Director, where he now oversees billing operations and works to ensure efficient, accurate, and compliant revenue cycle processes.

His areas of focus include optimizing billing workflows, expanding insurance network participation, and staying at the forefront of industry changes and best practices. Under his leadership, Key Point has strengthened its partnership with Carelon and expanded client access through additional insurance contracts, including Cigna/HealthSpring. Adam remains committed to improving operational efficiency and supporting the organization’s mission by helping ensure sustainable access to behavioral healthcare services.

Kevin Lundin serves as Director of Development & Marketing at Key Point Health Services, bringing more than 20 years of experience advancing behavioral healthcare organizations through strategic growth, community engagement, fundraising, and partnership development across both nonprofit and for‑profit settings. He holds a Master of Human Services degree from Lincoln University.

Throughout his career, Kevin has focused on strengthening access to care by building referral networks, increasing community visibility, and supporting sustainable organizational growth. His background includes nonprofit leadership and private sector marketing and business development roles with inpatient psychiatric hospitals and community based behavioral health providers in the Mid-Atlantic Region.

Earlier in his career, Kevin worked directly with youth and families as a Child & Adolescent PRP Counselor and School‑Based Mental Health Advocate, experience that continues to inform his leadership approach and commitment to client‑centered care.

Since joining Key Point in Fall 2024, Kevin has helped expand the organization’s development and marketing efforts, strengthened community partnerships, grown grant and philanthropic support, and helped lead a comprehensive brand and website relaunch to better reflect Key Point’s mission and impact.

Outside of work, Kevin enjoys spending time with his family, coaching his daughters’ softball team, and volunteering at their school and in the community. He resides in Cecil County, Maryland with his wife, twin daughters, and pug.

Brittany Mullins, CPRP, serves as the Adult Rehabilitation Director for Harford and Cecil County at Key Point Health Services where she provides leadership and oversight of multiple RRP and PRP programs that support individuals in achieving greater independence, wellness, and community integration. She has a Bachelor of Arts in Psychology from Salisbury University and is a Certified Psychiatric Rehabilitation Counselor.

With over 17 years of experience in behavioral health, Brittany has developed expertise in program operations, staff development, quality improvement, regulatory compliance, and advocacy. Since joining Key Point Health Services in 2009 as an Outreach Counselor, she has advanced through multiple leadership roles while remaining committed to the agency’s mission and the individuals it serves.

In her current role, Brittany oversees program operations, staff supervision, quality improvement initiatives, and community partnerships while fostering a culture of collaboration, accountability, and continuous improvement. She actively represents Key Point Health Services through community engagement efforts and collaborative partnerships. Brittany is passionate about advancing recovery-oriented services and building strong relationships that positively impact individuals, staff, and the communities they serve. Her leadership is guided by professionalism, compassion, and a commitment to helping others achieve their fullest potential.

Outside of her professional role, Brittany is a devoted mother and values faith, family, and serving others. Principles that continue to guide both her personal and professional life.

Rebecca Reznek, CPRP, serves as Director of Adult PRP & Outreach Services for Baltimore and Anne Arundel Counties at Key Point Health Services. She holds a Bachelor of Science in Human Services from Stevenson University and is a Certified Psychiatric Rehabilitation Practitioner.

Rebecca has been with Key Point since 2011, beginning her career as a Rehabilitation Counselor and advancing through roles including Case Manager and Program Manager. She now oversees multiple PRP Day and Outreach programs across Dundalk, Catonsville, and Glen Burnie. Her leadership focuses on community integration, workforce development, and building collaborative relationships that foster a sense of belonging, safety, and support for both clients and staff.

She has led notable initiatives including the opening of the Glen Burnie PRP location in 2026, co-chairing the South Regional Community Engagement Committee, and guest lecturing at Towson University. Rebecca is passionate about behavioral health advocacy, inspired by personal experience, and remains committed to strengthening community-based services. She resides in the Baltimore area with her husband and enjoys board games and time with family and friends.

Linda Rinehart, CFRP, CPRP, serves as Director of Child & Adolescent Psychiatric Rehabilitation Program Services at Key Point Health Services. She holds a Bachelor of Science in Psychology and is both a Certified Child & Family Resiliency Practitioner and Certified Psychiatric Rehabilitation Practitioner.

Linda brings more than three decades of experience serving children, families, and individuals with behavioral health and developmental support needs. Prior to joining Key Point in 2013, she spent 20 years working in programs supporting children and adults with developmental disabilities. She was hired to establish Key Point’s first Child PRP program and has since grown those services from a single program in Baltimore to additional locations in Harford and Cecil counties.

As Director, Linda oversees programs designed to help children and adolescents ages 5–17 develop the skills needed to thrive at home, in school, and in their communities. A strong advocate for trauma-informed care, mindfulness, self-care, and resilience-building, she is passionate about equipping children, families, and staff with positive coping strategies that support lifelong wellness.

Among her proudest accomplishments are creating Key Point’s Child PRP program and founding Kamp Key Point, a therapeutic summer camp experience that provides children with opportunities for growth, connection, and fun. Linda believes that strong mental health is the foundation of overall well-being and that investing in children today helps build healthier, stronger communities for the future.

Samuel Snipes, CPRP, serves as Director of Residential Rehabilitation Programs for Baltimore and Anne Arundel Counties at Key Point Health Services. He holds a bachelor’s degree in Psychology and Social Science, is a Certified Psychiatric Rehabilitation Practitioner, and is currently pursuing a master’s degree in Clinical Counseling at Coppin State University.

Over his 13-year career with Key Point, Samuel has advanced through a series of leadership roles, beginning as a part-time Support Staff member and progressing through Residential Counselor, Site Supervisor, Program Manager, and Director. His experience spans residential rehabilitation services, staff development, program operations, regulatory compliance, medication management, treatment planning, and client-centered care.

Samuel oversees residential rehabilitation services across Baltimore and Anne Arundel Counties, ensuring individuals receive high-quality support and skill development to promote greater independence and recovery. His leadership initiatives include assisting in the implementation of a new electronic medication administration record (eMAR) system, and assisting with the expansion of residential services in Anne Arundel County as well as serving as a guest lecturer at local universities. He is passionate about advancing mental health awareness and providing quality behavioral health services that strengthen individuals and communities.

Alan Watson, BE, serves as Director of Information Technology at Key Point Health Services, bringing more than 20 years of executive IT leadership and operational experience, primarily within post-acute healthcare organizations. He holds a Bachelor of Electrical Engineering from the University of Auckland.

Since joining Key Point in 2022, Alan has led the organization’s technology strategy and infrastructure, overseeing cloud services, hardware, software, cybersecurity, and enterprise systems. He partners closely with departments across the organization to deliver secure, reliable, and scalable technology solutions that support both operational excellence and high-quality client care.

Alan’s expertise includes IT infrastructure planning, cybersecurity, technology modernization, budgeting, and cross-functional team development. Under his leadership, Key Point has adopted a cloud-first technology strategy and successfully retired or upgraded legacy systems to strengthen security, improve efficiency, and better support organizational growth.

Alan is passionate about leveraging technology to enhance access to behavioral healthcare services for underserved populations. Outside of work, he enjoys traveling and spending time with his family, including his many grandchildren.

Michael G. Comeau is an attorney and former member of the Maryland House of Delegates where he represented Harford County’s District 35A from 1997 to 1999. He joined the Board of Key Point on April 19, 2012 and was elected President of the Board in January 2025 after serving several years as Vice President.  He was Chairman of the Harford County Democratic State Central Committee from 2003 until 2008 and a member of the Harford County Board of Elections from 2008 until 2011.

He graduated from Parkville High School in 1974 and Randolph-Macon College, serving as President of the Class of 1978, and the University of Baltimore School of Law in 1981.

Comeau was admitted to the Maryland Bar in 1981. From 1989 to 1993 and 2015 to 2017, he served as a Maryland Assistant Attorney General. He was a Chief Solicitor for Baltimore City from 2017 to 2021 and represented several counties.

He served in the Maryland Army National Guard and in Afghanistan as Deputy Staff Judge Advocate for Combined Forces Command-Afghanistan in 2005 where he received the Bronze Star. He retired at the rank of Lieutenant Colonel in 2008 with a brevet promotion to Colonel. He received the Office of the Secretary of Defense Medal for Exceptional Public Service in October 2021 for his service as State Chair of the Maryland Employer Support of the Guard and Reserve Committee (2018-2021).

The Maryland Trial Courts Judicial Nominating Commission, District Four, nominated Comeau in April 2013 for a vacancy on the Circuit Court for Harford County, Md. He lives in Jarrettsville with his wife Penny and has two children and four grandchildren.

Kathy Maddock brings more than 30 years of healthcare leadership experience to the Key Point Health Services Board of Directors, including over two decades in healthcare management and 10 years as a consultant helping organizations improve performance, quality, and growth. She currently serves as Board Secretary and has been a member of the Board for 18 months.

Kathy holds a Master of Science in Business Administration and a Bachelor of Science in Nursing. She is a Fellow of the American College of Medical Practice Management (FACMPE) and a Lean Six Sigma Green Belt. Her career has spanned critical care nursing, academic medical centers, physician enterprise leadership, value-based care organizations, Medicare Accountable Care Organizations (ACOs), and clinically integrated networks.

Most recently, Kathy has worked with Federally Qualified Health Centers, supporting quality improvement initiatives, capital acquisition projects, and Ryan White grant administration. She is widely recognized for her expertise in operational efficiency, strategic planning, quality improvement, revenue cycle optimization, and healthcare transformation.

As a board member, Kathy brings a unique combination of clinical, operational, and business expertise. She is passionate about helping organizations navigate an evolving healthcare landscape, leveraging data, technology, and innovative strategies to improve outcomes, strengthen financial performance, and expand access to quality care for the communities they serve.

Laurie R. Beyer, BA, MBA, CPA, Executive Vice President and Chief Financial Officer

An accomplished and results-oriented executive with more than 30 years of experience, Ms. Beyer joined GBMC’s leadership team in October 2017 and managed all aspects of finance to also revenue cycle, health information management and coding, managed care contracting, internal audit and information services until July 2025. She came to GBMC from Union Hospital of Cecil County, where she served as Senior Vice President and Chief Financial Officer for 11 years. During that time, she developed high-performing finance and revenue cycle teams, facilitated the conversion to the HSCRC’s Total Patient Revenue System, and led the successful implementation of the hospital’s electronic medical record. She previously served as the Corporate Controller at St. Agnes Hospital in Baltimore and held financial management positions at Sinai Hospital of Baltimore, and Liberty Medical Center.

She is currently doing work with a local healthcare consulting group. She has also been a Board of Director for Sinclair Broadcast Group in Hunt Valley MD since April 2021 and currently serves as Audit Chair.

A Certified Public Accountant licensed in the State of Maryland, Ms. Beyer holds a Bachelor of Arts in Business Administration/Accounting from Franklin and Marshall College in addition to a Master of Business Administration from the University of Baltimore.

She and her husband have two adult children. Ms. Beyer’s hobbies include playing golf, watching sporting events, and personal training.
