Elizabeth Wolkowicz, MS, CPRP
Chief Operations Officer
Biography
Elizabeth Wolkowicz, MS, CPRP, serves as Chief Operating Officer at Key Point Health Services, bringing more than 18 years of leadership experience in nonprofit behavioral healthcare. She holds a Bachelor of Science in Psychology from Towson University, a Master of Science in Counseling Psychology from Loyola University, and is a Certified Psychiatric Rehabilitation Counselor.
Over her tenure with Key Point, Elizabeth has advanced through progressive leadership roles, helping to guide organizational growth, strengthen clinical and operational systems, and ensure high-quality, person-centered care. Her expertise spans behavioral health operations, strategic planning, financial stewardship, and organizational development, with a focus on building sustainable programs that expand access to services while maintaining quality and compliance.
As COO, Elizabeth leads organizational strategy and day-to-day operations, fostering a collaborative, accountable culture that empowers teams and drives continuous improvement. She is passionate about developing high-performing teams and advancing initiatives that enhance access, efficiency, and long-term impact in the communities served.
Originally from Pennsylvania, Elizabeth has called Maryland home for more than 15 years, where she is raising her two children. She is deeply committed to strengthening community well-being and ensuring behavioral healthcare is accessible, compassionate, and effective for all.
Joy Mowbray, CPA, PMP
Chief Financial Officer
Biography
Joy Mowbray, CPA, PMP, serves as Chief Financial Officer at Key Point Health Services, where she leads the organization’s financial strategy, planning, and operations. Since joining Key Point in 2022, she has overseen finance and billing functions while partnering with executive leadership to strengthen financial performance, improve operational efficiency, and support sustainable organizational growth.
Joy brings extensive experience in healthcare and nonprofit finance, with leadership expertise spanning financial reporting, internal audit, revenue cycle management, and operational strategy. Prior to Key Point, she held finance and operations leadership roles within major healthcare systems, including the University of Maryland Medical System. She earned a Master of Science in Forensic Science/Accounting from Stevenson University and a Bachelor of Science in Accounting from Towson University.
Known for her strategic and collaborative leadership style, Joy has helped enhance financial visibility and decision-making through improved reporting and analysis, standardized revenue cycle processes, and operational improvements across programs. She is passionate about connecting finance and operations to support teams delivering essential services to the community.
Outside of work, Joy enjoys spending time with her family, running, and volunteering through her church to support families in need.
Sarah O’Donnell, SHRM-CP
Director of Human Resources
Biography
Sarah O’Donnell, SHRM-CP, serves as Director of Human Resources at Key Point Health Services, where she leads the HR team and serves as a member of the executive leadership team. She holds a Bachelor of Science in Communication Studies and brings a strong background in recruitment, employee relations, and organizational strategy.
Prior to joining Key Point more than three years ago, Sarah spent seven years with Harford County Government as an HR Specialist focused on recruitment after beginning her career there as a college intern. Her leadership is centered on fostering a positive, inclusive workplace culture where employees feel supported, valued, and empowered to succeed.
Sarah has helped strengthen organizational communication and employee engagement through innovative initiatives, including employee-centered communications, company-wide town hall meetings, and programs designed to enhance workplace connection and transparency. She is passionate about supporting staff in the mental health field, recognizing that employee well-being directly impacts the quality of care provided to the community.
Outside of work, Sarah resides in Street, Maryland with her four children, two dogs, a bunny, and countless chickens.

Kevin D. Lundin, MHS
Director of Development & Marketing
Biography
Kevin Lundin serves as Director of Development & Marketing at Key Point Health Services, bringing more than 20 years of experience in behavioral healthcare marketing, business development, fundraising, and community engagement across both nonprofit and for-profit healthcare organizations. He holds a Master of Human Services from Lincoln University.
Kevin’s career has focused on strategic growth, referral development, marketing, fund development and relationship building within behavioral healthcare settings. His background includes nonprofit leadership experience as the Director of Business Development & Marketing with Upper Bay Counseling and Support Services in Cecil & Harford Counties in Maryland, as well as business development and marketing leadership roles with inpatient psychiatric hospitals including Rockford Center and MeadowWood Behavioral Health Hospital in Delaware. Earlier in his career, he also worked directly with youth and families in Cecil County, Maryland as a Child & Adolescent PRP Counselor and School Based Mental Health Advocate with Upper Bay Counseling, providing valuable frontline experience and perspective.
Since joining Key Point in Fall 2024, Kevin has led expanding development and marketing initiatives focused on community visibility, strategic partnerships, fundraising growth, grant procurement and brand modernization. He supervised the organization’s brand and website overhaul and relaunch, expanded digital and social media outreach, strengthened referral and community partnerships, and helped grow grant and philanthropic efforts to support service expansion.
Outside of work, Kevin enjoys spending time with family, helping coach his daughters’ softball team, volunteering at their school and in the community. He resides in Cecil County, Maryland with his wife, twin daughters, and pug.
